Personally I'd never get a 24 month contract. If I can, I get a 12 month contract and if I must an 18 month as that offers greater flexibility if you're not liking the network you're on. Fortunately I'm perfectly happy with o2 the now though if I have a phone issue, I can go to an Apple store 
Contracts are obviously a major thing to look at BUT you need to look at the phone as well. The Tocco is alright and I guess you could sell it on if you didn't like it but I'd personally look at something else as the Samsung propriety OS isn't apparently the best though I've only had brief first hand experience of it. The lack of 3G is something I couldn't get around though I guess it depends on the features you want included with the phone. If you're thinking Tocco, then a touch screen phone like one of the new HTC Android powered phones may be for you like the Tattoo. Obviously I'll sing the praises of the iPhone all day as well, but the Android operating system looks a bit more open.
Of course, the Tattoo and the iPhone are more expensive phones SIM free, but on contract, you should be able to get them either free or for a small(ish) one off charge. For reference, I get 500 minutes and 600 texts a month with unlimited data downloads with a free iPhone 3G, which I reckon is rather good for an 18 month contract direct from o2. It was a refurbished model but it's refurbed by Apple themselves and is in some ways better than getting a brand new handset. One being I negate the £96 odd charge for the handset you'd normally get.
These contracts advertised in the back pages of newspapers (which is where I'm guessing you saw this one given the free console offer) are all well and good and I have heard some people getting a good deal out of them. Personally though I'd rather go direct to the networks as many of those newspaper ones offer free consoles and the like for a reason - hidden charges for data or insurance cover. Even Carphone Warehouse are starting to get a bad rep in terms of customer service though it's a million miles away from Phones4U 
Oh and in terms of the console debate - in my opinion, the PS3 is the better overall machine. You can expand the hard drive with a simple 2.5" laptop drive, it has one of the best blu-ray players thrown in (quick, BD live available and fully up-datable) and the online experience is improving. The XBox has a slightly better games catalogue, but for the reliability, price, looks (even of the newer one), features and more it's the one I would and have gone for

hi mate, i have been with e2save for about 4 years as well as johnson. theire contracts are very good i have got a ps3 from them about a year ago and i got an asus laptop on my other contract with them with cashback deals on a 18month contracts, if your spending £30 a month anyways it would be a good enough reason to go with one of their deals, but i would not like the fact of going on a 24month plan.

I would definately wait until the new year. Tesco's are going to be doing iPhones, ppossibly undercutting o2, as well as Orange having the iPhone.
Theres also new phones coming out from the likes of HTC and motorola, so hang on for a bit if you can. You can sometimes get silly cheap deals in the back of the national tabloids such as the Sun etc.. worth a look.
