i heard it on the news aaaaaaggggeeeeessssss ago that they were "thinking" of introducing it

Ha. Come across that site alot in my paper I done and a lot of it were just opinions and didn't stand tbh. Take the pic. During daylight even if someone has their mainbeam on coming onwards to you or from behind it will catch your eye and be noticeable but is only really full on dazzling if you were to stare/look straight into the light units. It's only when dark when the general level of light (lux I think it is) is lower than that of the light units emitting the light that they become full on dazzling (ie dazzling both when looking directly at the light source or it's general direction.
